Chapter 1 General Provisions
Article 1 Purpose and Objective
This Committee, the United Nations Nobel Prize Committee (hereinafter referred to as the "Committee"), was established in accordance with the spirit and principles of the Charter of the United Nations, the International Law, the United Nations Compact for the Future of Human Beings and the United Nations Millennium Plan. The purpose of this Committee is to encourage all mankind to pursue excellence, promote peace, promote development, protect the earth, and enhance welfare, and jointly build a community of human destiny by establishing and awarding Nobel Prizes, and commending individuals or groups who have made outstanding contributions to peace, science, literature, economics, environmental protection, and social development worldwide.
Article 2 Objectives and Tasks
1. Goal: The committee is committed to becoming the globally recognized highest honor platform, inspiring innovation vitality worldwide through the awarding of awards, promoting international cooperation and exchange, advancing the improvement of the global governance system, and contributing to the achievement of the United Nations Millennium Development Goals and Sustainable Development Goals.
2. Task:
Establish and manage the Nobel Prize to ensure its fairness, authority, and international influence.
Develop and implement evaluation criteria, procedures, and rules for awards to ensure transparency and credibility of the selection process.
Promote and publicize the achievements of the Nobel Prize and its laureates, and enhance public awareness and respect for values such as science, culture, and peace.
Strengthen cooperation with governments, international organizations, academic institutions, and civil society organizations to jointly promote global development.
Article 3 Meaning
The establishment of committees and the awarding of Nobel Prizes are not only a recognition of outstanding achievements by individuals or groups, but also a promotion of the common values of all humanity. Through the incentive effect of awards, promote knowledge sharing, technological innovation, and cultural exchange worldwide, and contribute to building a more peaceful, prosperous, and just world.
Chapter 2 Organizational Structure
Article 4 Organizational Structure
The committee is composed of the following institutions:
1. Presidium: Responsible for the overall leadership, strategic planning, and major decisions of the committee.
2. Evaluation Committee: Established by field, responsible for the nomination, evaluation, and recommendation of awards within their respective fields.
3. Secretariat: Responsible for the daily work, administrative management, and preparation and implementation of awards for the committee.
4. Supervisory Committee: Responsible for overseeing the operation of the supervisory committee, the use of funds, and the fairness of award selection.
Article 5: Membership and Term of Office
The members of the Presidium are nominated by the Chairman of the United Nations Nobel Committee and appointed with the approval of the General Assembly of the Committee for a term of five years, renewable once, except in special circumstances.
The members of the review committee are composed of top experts, scholars, and former Nobel laureates in various fields, selected through a recommendation and selection process, with a term of three years and the option to be re elected.
The members of the Secretariat and Supervisory Committee shall be appointed by the Presidium of the Committee, and their terms of office and re-election shall be determined by the Presidium.
Chapter 3 Management System
Article 6 Fund Management
The committee shall establish a special fund for the distribution of prize money, evaluation work, promotion and daily operation of awards.
The sources of funding include United Nations appropriations, social donations, fund income, etc. The use must be reviewed by the supervisory committee to ensure transparency, legality, and effectiveness.
Article 7 Selection System
The award selection follows the principles of openness, fairness, and impartiality, and adopts a multi round evaluation and anonymous voting mechanism.
The selection criteria include but are not limited to innovation, influence, sustainability, and contribution to human society.
The selection process and results must be fully supervised by the supervisory committee to ensure fairness.
Article 8 Publicity System
Nominations, judges, and winners of awards must be publicly announced on the official website of the committee and designated media, and subject to social supervision.
The public notice period shall not be less than one month, during which any objections shall be raised to the supervisory committee for investigation and decision.
Article 9 Protection of Rights and Interests
The committee respects and protects the legitimate rights and interests of the winners, such as intellectual property and reputation rights. Without the consent of the winners, they are not allowed to use their names, portraits, and award-winning achievements for commercial activities.
The committee has a confidentiality obligation regarding personal information and trade secrets involved in the selection process.
Chapter 4 Branch Management
Article 10: Establishment of Branch Offices
According to work needs, the committee may establish branch offices worldwide to be responsible for promoting, collaborating, and exchanging awards in specific regions or fields.
The establishment of branch offices requires approval from the Presidium and filing with the United Nations Nobel Prize Conference.
Article 11 Merger, Revocation, and Termination
The merger, revocation, or termination of branch offices shall be reviewed by the Presidium and approved by the General Assembly of the United Nations Nobel Committee.
The assets and liabilities of branch offices are handled by the committee.
Chapter 5 Rights and Obligations of the Responsible Person
Article 12 Rights and Obligations of the Presidium
The presidium is responsible for the strategic planning, major decisions, and supervision of the implementation of the committee.
Members of the presidium shall uphold the principles of fairness and integrity, faithfully perform their duties, and shall not use their power for personal gain.
Article 13 Rights and Obligations of the Review Committee
The judging committee is responsible for the nomination, evaluation, and recommendation of awards within their respective fields.
Members of the evaluation committee should uphold a professional and objective attitude, conduct fair evaluations, and shall not disclose evaluation information or interfere with the selection results.
Chapter 6 Supplementary Provisions
Article 14 Amendment to the Articles of Association
The amendment of this constitution shall come into effect upon proposal by the Presidium and approval by more than two-thirds of the members of the United Nations Nobel Committee General Assembly.
Article 15 Effectiveness and Interpretation
This constitution shall come into effect from the date of approval by the United Nations General Assembly.
The interpretation of this constitution belongs to the United Nations Nobel Committee.
Article 16 Other
The committee may formulate specific implementation rules and management measures in accordance with this constitution, and implement them after filing with the supervisory committee.
This constitution aims to ensure the standardized operation, long-term development, fairness, authority, and international influence of the United Nations Nobel Prize Committee, and contribute to the construction of a community with a shared future for mankind.

第二条 目标与任务
1. 目标:委员会致力于成为全球公认的最高荣誉平台,通过奖项的颁发,激发全球范围内的创新活力,促进国际间的合作与交流,推动全球治理体系的完善,为实现联合国千年发展目标及可持续发展目标贡献力量。
2. 任务:
• 设立并管理诺贝尔奖,确保奖项的公正性、权威性和国际影响力。
• 制定并执行奖项的评选标准、程序及规则,确保评选过程的透明度和公信力。
• 宣传和推广诺贝尔奖及其获奖者的成就,提升公众对科学、文化、和平等价值的认识与尊重。
• 加强与各国政府、国际组织、学术机构及民间团体的合作,共同推动全球发展事业。
第三条 意义
委员会的设立及诺贝尔奖的颁发,不仅是对个人或团体杰出成就的认可,更是对全人类共同价值的弘扬。通过奖项的激励作用,促进全球范围内的知识共享、技术创新和文化交流,为构建更加和平、繁荣、公正的世界贡献力量。
第二章 组织机构
第四条 组织架构
委员会由以下机构组成:
1. 主席团:负责委员会的整体领导、战略规划及重大决策。
2. 评审委员会:按领域设立,负责各自领域内奖项的提名、评审及推荐工作。
3. 秘书处:负责委员会的日常工作、行政管理及奖项的筹备与实施。
4. 监督委员会:负责监督委员会的运行、资金使用及奖项评选的公正性。
第五条 成员产生与任期
• 主席团成员由联合国诺贝尔奖委员会主席提名,经联合国诺贝尔奖委员会大会批准后任命,任期五年,可连任一次,特殊情况除外。
• 评审委员会委员由各领域内的顶尖专家、学者及前诺贝尔奖得主组成,通过推荐与遴选程序产生,任期三年,可连任。
• 秘书处及监督委员会成员由委员会主席团任命,任期及连任规定由主席团决定。
第三章 管理制度
第六条 资金管理
• 委员会设立专项基金,用于奖项的奖金发放、评审工作、宣传推广及日常运营等。
• 资金来源包括联合国拨款、社会捐赠、基金收益等,使用需经监督委员会审核,确保透明、合法、有效。
第七条 评选制度
• 奖项评选遵循公开、公平、公正的原则,采用多轮评审、匿名投票机制。
• 评选标准包括但不限于创新性、影响力、可持续性及对人类社会的贡献等。
• 评选过程及结果需接受监督委员会的全程监督,确保公正性。
第八条 公示制度
• 奖项提名、评审及获奖名单需在委员会官方网站及指定媒体上公示,接受社会监督。
• 公示期不少于一个月,期间任何异议需向监督委员会提出,由监督委员会进行调查并作出决定。
第九条 权益保护
• 委员会尊重并保护获奖者的知识产权、名誉权等合法权益,未经获奖者同意,不得擅自使用其姓名、肖像及获奖成果进行商业活动。
• 委员会对评选过程中涉及的个人信息及商业秘密负有保密义务。
第四章 分支机构管理
第十条 分支机构设立
• 根据工作需要,委员会可在全球范围内设立分支机构,负责特定区域或领域的奖项推广、合作与交流。
• 分支机构的设立需经主席团批准,并报联合国诺贝尔奖大会备案。
第十一条 合并、撤销与终止
• 分支机构的合并、撤销或终止需经主席团审议,并报联合国诺贝尔奖委员会大会批准。
• 分支机构的资产及债务由委员会负责处理。
第五章 负责人权利与义务
第十二条 主席团权利与义务
• 主席团负责委员会的战略规划、重大决策及监督执行。
• 主席团成员应秉持公正、廉洁的原则,忠实履行职务,不得利用职权谋取私利。
第十三条 评审委员会权利与义务
• 评审委员会负责各自领域内奖项的提名、评审及推荐工作。
• 评审委员会委员应秉持专业、客观的态度,公正评审,不得泄露评审信息或干预评选结果。
第六章 附则
第十四条 章程修改
• 本章程的修改需经主席团提议,并经联合国诺贝尔奖委员会大会三分之二以上成员同意后生效。
第十五条 生效与解释
• 本章程自联合国大会批准之日起生效。
• 本章程的解释权归联合国诺贝尔奖委员会所有。
第十六条 其它
• 委员会可根据本章程制定具体的实施细则及管理办法,报监督委员会备案后实施。
本章程旨在确保联合国诺贝尔奖委员会的规范运作、长期发展及奖项的公正性、权威性和国际影响力,为构建人类命运共同体贡献力量。
